| Song licensing is like any other kind of product. The owner of the rights can sell them to whomever they want for whatever amount is negotiated. There is no right to use in commerce without an agreement. many artists absolutely refuse use by some persons or products because they object to them. Like I said, it's a sellers market. You can sell the music or not sell it. It's strictly up to the rights holder.
Many times the artist no longer owns the rights and other parties sell the use even if the artist refuses. The artist would still get their portion of the money but can't stop the use.
In our case, we can decide whom we allow to use it. I have witheld the rights to three political organisations in the past 8 years. Dee may have also witheld to other parties that I may not know about.
